I guess there's some contact between the owners and both parties, I guess it would also come down to who the owners like and trust more too.

That buggers modern economics and ends up in the situation that the space can be used more profitably for another business. I think they've even been struggling with the auto jumbles that used to be able to pull specific day trippers in rather than being reliant on the holiday parks and camp sites and it raining etc.
