Flashing brake lights is fairly standard now across the EU manufacturers. It’s a safety feature to warn following vehicles that you are doing a heavy / emergency stop. I think the criteria is above -0.6G. Most quick modern stuff does it on trackdays. I think BMWs have done it for quite a few years. Not sure that it is legislated by the EU but it might be by now.
