Their central planning deliberately went 'all in' on becoming leaders in electric vehicles, at every step including the technology, the drivetrains, the charging, the interfaces and the manufacturing, and they had big-picture policies over ensuring they had access to the raw materials and the energy to make this happen, the engineers to design the cars and the factories and so on. They could do this because they have a level of state control and direction that the West doesn't tolerate.
