If I'm the guy in the outside lane and there's one car behind me and he seems to want to go faster than me then I'd let him through. Or I'd just speed up. If there's a lot of traffic around then I probably wouldn't risk the possibility of not being able to make my turning. Not everyone has to do the same as me though, so I can understand why this guy did what he did.
