It's the the law mandates that public chargepoints operate under commercial tax rules, subjecting retail consumers to the standard 20% VAT rate. And the wider effect being that corporate consumer rates are subsequently levied. This is a legal anomaly as it is erroneously permitting a charger operator to act as a prime energy vendor which they manifestly are not. They are a facilitator of a retail consumer transaction. Under law this is essentially the difference between acting as a principal or as an agent. The former acts as a market and can make their own price whereas an agent, more basically referred to as a 'broker' merely levies a fee for facilitating the transaction between the consumer and the true principal. Third party chargers must have the current law changed which permits them to operate outside of conventional rules at which point the identified consumer with a pre-existing utility account should be charged a brokerage fee, commission, but their energy would be booked to their domestic utility account. Those not identified as retail wouldn't. There are extremely good reasons why we don't usually permit brokers to act as principal when dealing with retail customers and the biggest reason is that the consumer gets fked when an intermediary is allowed to bugger about with pricing. Brokers need to be brokers and charger operators are overtly brokers not energy companies in this practice. And obviously we can all clearly see the problem as retail consumes because we are being charged corporate tax rates and corporate energy pricing when we are overtly retail. It's
