It is solely administered, centrally, by government employees in Swansea. It is impossible for anybody else to manipulate any feature of this database in any way. The DVSA's database, by contrast, is compiled using data input by approved testers at local MOT stations up and down the country, with little by the way of checks and balances.77 O is the first plate claimed to be assigned to an unusable vehicle, however this number is not assigned to any vehicle right now. A record comes up for a "MERCEDES-BENZ CLS" when that number is searched on the DVSA's MOT database, but might I suggest that this is as reliable as the impossible registration number "NONUMBER" - which the same database links to a "LAND ROVER ONE TEN BASIC"!911 FUN is the second plate referred to. It is assigned, but to an MOT-exempt car from 1968, rather than a vehicle which is "12 yo" as stated, which was presumably what the MOT database thinks. So this car, predictably a Porsche 911, is quite legally useable in the absence of an MOT.On the wider topic, it is possible to assign a number to, and retain a number from, a vehicle whose MOT has expired, but there are time limits and other rules and factors in the mix that can be saved for another discussion!
