We have quite a lot of sensible regulation over our gaming industry in general so gambling, whilst more relaxed than many countries, is regulated. There is, however a loophole that (as far as I know) pre dates internet gambling and allows raffles to be operated if they are structured as free draws with an optional paid route for entry, require some element of skill or are being run for charity. Traditional use of these exemptions have been for things like charities or local clubs fundraising- or TV competitions run as free answers on a postcard with the option for more convenient entry by a chargeable premium rate sms/phone call (obviously with the paid options on the screen in big letters and the free option in small text at the bottom.) Since COVID with lots of companies popping up offering raffles - but over time many have drifted further from operating in the spirit of the rules- by not honouring the answers on a postcard option, moving to instant win competitions, and gamifying their sites to resemble online casino games with coin drops, wheel spins and all manner of visuals to make them feel more like games often grossly misrepresenting the real odds of winning (for example a wheel spins with ten sections where only one is marked no win when there s really a 95% chance of not winning ) these gaming elements are just visual overlays to the raffle mechanism in the background and often seem likely designed to hook vulnerable players who might be susceptible to developing a gambling habit. Most operate on automatic random number generation to choose winners, and there is often a lack of credible auditing/assurance on these, some do have physical ball machines for some of their draws.
