Yes 28mph in a NSL is incredibly selfish and causes frustration. Any driver incapable or unwilling to go faster, should pull in to let others pass. But 28mph by itself is not dangerous.There's a case for imposing 30mph maximum across the network because this very low speed would radically reduce deaths. Huge majority of vehicle impacts below 30mph are survivable as peak deceleration remains below 50g. Yes that's ridiculous unless safety dominates over pragmatism. However it is a logical outcome of the Vision Zero initiative.From a safety perspective, slower is always better but sationary is still best.
