My understanding was back in the day they issued the number 1 to the public, then realised they wanted a special plate, so issued 0 to themselves, as the issuing authority. The DVLA didn't exist back then.Ah, interesting point, so that quote from the council was probably just a way of ending the discussion about selling their plate. On a side note, I personally don’t agree with the argument for selling mayoral plates.
